According to a statement released by the state-run Saba news agency, Yemeni president Abdrabu Mansur Hadi appointed former finance minister Mohammed Zammam as head of the central bank. A 53-year-old, Zemmam, replaced Munaser Al Quaiti, who had been criticized and accused of mismanagement. He became the third governor of the central bank since its relocation in Aden from the capital Sanaa, which is under the Houthi rebels’ control for years. The President highlighted the need for ministries and institutions to accept their constitutional duties, mainly improving the performance and providing people with most prioritized services in water, electricity, health, education and road sectors. And thus, on the other hand, the Yemeni president also appointed former ambassador Mohammed Abdullah Mohammed Al-Hadrami as Minister of Foreign Affairs, replacing Khalid Al-Yamani, who resigned in the year 2019 June.

The replacement occurred during the rising tension between the Hadi’s government and the pro-secession Southern Transitional Council (STC) that seized Aden and other neighbouring provinces. The Hadi’s government called on international financial institutions to stop central bank officials from using state funds held in overseas banks. All the country’s key institutions, including the central bank, were secured by military units of the STC that forced the government officials to fly into Saudi Arabia.
